The Grant-Aid Dangerous Drugs Abuse Treatment and Rehabilitation Centers Project consists of two drug treatment centers in Sarangani and Agusan Del Sur, Mindanao. The total building area is about 14,000 square meters and each center has 150 beds. The drug centers have facilities for treatment, training, exercise and office work. With the recovery of  relationship between China and Philippines, the Chinese government fully supports the anti-drug campaign in Philippines. This project is classified as the highest-level China-aid project, which is the first one under the model of “built by the recipient country”. On November 15, 2017, Premier Li Keqiang and President Duterte witnessed the launching ceremony of the project. On August 30, 2019, the handover was formally completed. The high-quality and high-speed performance of CSCEC was highly praised by the foreign party.
